Ron Ottinger - Executive Director

As the Executive Director of the Noyce Foundation, Ron Ottinger oversees all program areas and operations of the Foundation.  For fourteen years, Ron was the National Associate Director of the non-profit AVID Center, which disseminates AVID (Advancement Via Individual Determination), the nationally acclaimed college preparation program for low-income students.  He co-launched the non-profit AVID Center and provided key leadership in helping the program grow from its base in San Diego to 40 states and 15 countries, reaching nearly 200,000 students in close to 3,000 middle and high schools.  Ron served on the San Diego City Schools’ Board of Education from 1992 to 2004 and was the district’s longest serving board president.  In 1993, he authored the “Classrooms First Policy,” which reallocated local funds to reduce class size from over 30 to 25 students in grades 1 and 2.  This became the model for the state’s class size reduction program for grades K-3 adopted in 1996.  He also led the school board’s hiring of Superintendent Alan Bersin, a former United States Attorney from San Diego and one of the first non-educator superintendents, in 1998 to focus on teaching and learning in the classroom – a focus which resulted in San Diego rivaling Boston for the highest student achievement improvement in a large urban school district.  During his tenure with the school district, Ron’s school board leadership resulted in a pioneering student achievement accountability system, voter passage of a $1.5 billion bond measure to build new schools and repair all aging school buildings, and a citywide “6-6” after-school program in conjunction with the City of San Diego.  Ron joined the Noyce Foundation in Palo Alto, California in 2006.


Audrey Poppers - Program Director, Literacy
Audrey Poppers is the Director of the Noyce Foundation's literacy program, the Every Child a Reader and Writer Initiative.  Audrey is the former Associate Superintendent of the San Mateo-Foster City School District and has worked in public schools and school districts for more than 30 years.  She joined the Palo Alto, California office of the Foundation in 2001.

Breanne Klose - Program Assistant
Breanne Klose is the Program Assistant to the Every Child a Reader & Writer literacy initiative in the Palo Alto, California office.  Breanne previously worked at Seneca Center in San Leandro, California as a Senior Counselor.  She also was a substitute teacher in the Redwood City School District.  She joined the Noyce Foundation staff in 2005.

Cindy Chin - Program Assistant
Cindy Chin is a Program Assistant in the Morgan Hill, California office of the Foundation, where she supports the Silicon Valley Mathematics Initiative.  Cindy most recently worked as an Administrative Assistant for a tax attorney in San Francisco.  Previously she worked as a program advocate for a technology program at Bryant Elementary School in San Francisco and as a supervisor and tutor for Toptek Interactive Learning Center.  She joined the Noyce Foundation staff in 2004.

David Foster - Program Director, Mathematics
David Foster has been the Director of the Noyce Foundation's mathematics program, the Silicon Valley Math Initiative, for 10 years.  He is Co-Director of the Santa Clara Valley Math Project and Co-Chair of the advisory committee of the Mathematics Assessment Resource Service published by CTB-McGraw Hill.  David is the senior author of Interactive Mathematics published by Glencoe-McGraw Hill.  He was formerly a Regional Director for the Middle Grades Mathematics Renaissance, the mathematics component of the California Alliance for Math and Science, and he was a founding member of the California Math Project Advisory Committee and the California Coalition for Mathematics.  He joined the Noyce Foundation in 1996, and works in the Morgan Hill, California office.

Jocelyn Bishop - Program Coordinator
Jocelyn Bishop is a Program Coordinator in the Palo Alto, California office of the Foundation, where she manages Information Technology, Grants and other office and foundation duties. Previously Jocelyn supported the Every Child a Reader & Writer initiative. Before joining the Noyce Foundation in 2002, she was an Administrative Assistant at Netscape.

Linda Fisher - Director, Mathematics Assessment Collaborative

Linda Fisher is the Director of the Mathematics Assessment Collaborative (MAC).  She oversees mathematics performance test development for grades 3-10, helps develop rubrics, and supervises scoring training.  Linda also analyzes student work and misconceptions as demonstrated on the performance assessment; her analysis is included in the teacher resource, Tools for Teachers.  She was formerly a staff developer for the Middle Grades Mathematics Renaissance and the Mathematics Renaissance K-12 Project.  She was also formerly a middle school mathematics teacher in Berryessa School District and she joined the Noyce Foundation in 1998.

Mia Buljan - Director, Primary Mathematics

Mia Buljan has been a teacher in the Hayward Unified School District for 12 years, where she has been a primary math coach for the past three. She has taught in first, third and fifth grade Sheltered English Immersion classrooms (ELL). Mia has provided professional development at SVMI coaching institutes and follow-up sessions over the last few years for the Alameda County Office of Education for Hayward Unified School District. She began as the Director of Primary Mathematics in the Silicon Valley Mathematics Initiative at the Noyce Foundation in July 2008.

Sally Keyes - Professional Development Director, Mathematics
Sally Keyes is the Director of Professional Development for the Silicon Valley Mathematics Initiative (SVMI). She has been involved in public education as a math teacher and coach for more than 30 years. Sally is the former Math Department Chair at Cunha Middle School in Half Moon Bay and a former math teacher at Jane Lathrop Stanford Middle School in Palo Alto. She has worked as a K-5 math coach in the Mountain View School District and as a 6-8 math coach in the Cambrian School District. Sally is a lead trainer for Mathematics Assessment Collaborative (MAC), SVMI professional development, and MAC coaches’ network meetings. She joined the Foundation in 2007.

Sandi Maida-Callahan - Executive Assistant
Sandi Maida-Callahan is the Executive Assistant supporting Ann Bowers, the founding Trustee of the Noyce Foundation, and Ron Ottinger, the Executive Director.  Sandi came to us after owning and operating her own business for 18 years.  She joined the Noyce Foundation staff in 2004, and she works in the Palo Alto, California office.

Sara Spiegel - Director of Administration
Sara Spiegel is the Director of Administration at the Palo Alto, California office of the Foundation.  She manages human resources and the office in general.  In addition, she supports the programs of the Foundation.   Sara was previously a Program Associate at the Bay Area School Reform Collaborative.  She joined the Noyce Foundation staff in 2001.

Ann S. Bowers
Ann Bowers is the Chair of the Board and the founding trustee of the Noyce Foundation.  For many years her career was in human resource management in California's Silicon Valley. She was the first Director of Personnel for Intel Corporation and the first Vice President of Human Resources for Apple Computer.  In both of these high-growth start-up companies, and in her consulting practice, Ann created and implemented the worldwide human resources policies and practices that fostered the growth of organizational excellence.  She continues to coach a variety of leaders around leadership and transition issues.

Additionally Ann is a Director of the Exploratorium in San Francisco, the Tech Museum of Innovation in San Jose, and Civic Ventures headquartered in San Francisco.  She is a Trustee Emerita, Presidential Councilor, and member of the Life Sciences Advisory Board at Cornell University.  She received a B. A. from Cornell University and an honorary Ph.D. from the University of Santa Clara, where she was a Trustee for nearly twenty years.


Pendred Noyce, M.D.
Pendred Noyce was Co-Principal Investigator of the NSF-funded Massachusetts State Systemic Initiative Program and of PALMS, a $16 million dollar NSF-funded State Systemic Initiative to improve mathematics, science and technology education in Massachusetts.  Currently, Penny chairs the board of the Rennie Center for Education Research and Policy in Massachusetts.  She also serves on the boards of the Concord Consortium, the Consortium for Mathematics and its Applications (COMAP), and TERC, all in Massachusetts, as well as the Libra Foundation of Portland, Maine.  She has been a Trustee of the Noyce Foundation since its inception in 1990.


John O'Neil
John O'Neil is currently the President of the Center for Leadership Renewal (www.leadrenewal.com).  He serves on several boards including Qube Learning, Tides Foundation, and Threshold Group.  John is an author, speaker, and advisor on leadership issues, providing leadership advisement and development services to senior leaders serving across a wide range of organizations from start-ups to mature enterprises.

John's book The Paradox of Success (G.P. Putnam's Sons, 1993) has been a best seller in the U.S., Europe, Asia, and Australia and was reissued by the publisher in 2004 as one of he best business books of the decade.  His book Leadership Aikido (Crown/Harmony, 1997) focuses on the practices of enduring and creative leaders.  Seasons of Grace (John Wiley & Sons, Inc., 2003) co-authored with Alan Jones, Dean of San Francisco's Grace Cathedral, won the Nautilus Prize for Best in Spirituality category in 2004.  Currently he is at work on a new book on learning and renewal for organizations and individuals.  John has been a Trustee of the Noyce Foundation since 2001.


Robert Schwartz
Robert Schwartz is currently Academic Dean and Bloomberg Professor of Practice at the Harvard Graduate School of Education.  He is the former President of Achieve, Inc. and education program director of The Pew Charitable Trusts.  Earlier in his career Bob has been a high school English teacher and principal; an education advisor to the Mayor of Boston and the Governor of Massachusetts; an assistant director of the National Institute of Education; and Executive Director of The Boston Compact.  He currently co-chairs The Aspen Institute’s Education and Society Program and serves on the boards of The Education Trust and the Rennie Center for Education Research and Policy.  Bob has been a Trustee of the Noyce Foundation since 2004.

Phil Daro

Philip Daro is currently the Senior Fellow for Mathematics of America’s Choice and a co-director of Tools for Change at the University of California at Berkeley.  He previously served as Executive Director of The Public Forum on School Accountability, as well as directed the New Standards Project (leader in standards and standards based test development) and Research and Development for the National Center for Education and the Economy (NCEE).  He also directed large scale teacher professional development programs for the University of California including the California Mathematics Project and the American Mathematics Project, and has held leadership positions within the California Department of Education. Phil has been a Trustee of the Noyce Foundation since 2005.

Alan J. Friedman
Alan J. Friedman is a consultant in museum development and science communication.  For 22 years he served as Director of the New York Hall of Science, New York City's public science-technology center.  Under his leadership the Hall won special recognition for encouraging new technologies, creating new models for teacher training, serving an extraordinarily diverse audience, and evaluating the effectiveness of informal science learning.  The American Association for the Advancement of Science recognized Dr. Friedman with its Award for Public Understanding of Science and Technology for 1996-97. He is the recipient of the Association of Science-Technology Centers' Fellow Award and the American Institute of Physics’ Andrew Gemant Award.  Before serving at the New York Hall of Science Alan worked at the Cité des Sciences et de l'Industrie, Paris, and the Lawrence Hall of Science, University of California, Berkeley.  Alan became a Trustee of the Noyce Foundation in 2007.
